How to Transfer a Vessel Checklist
The requirements for transferring vessel ownership are:

The California Certificate of Ownership signed or endorsed on Line 1 by the registered owner shown on the certificate and by the legal owner/lienholder, if any on Line 2. You will need to complete the new owner information on the back of the certificate and sign it.
Bill(s) of sale, if needed to establish a complete chain of ownership.
Use tax based on the tax rate percentage for your county of residence.
