You need a vehicle manufacturer license if you produce vehicles or off-highway motorcycles subject to registration or identification under the California Vehicle Code (CVC), or if you permanently alter commercial vehicles into housecars.

How to Apply for a Vehicle Manufacturer License

All occupational license applicants must create an online account and apply online – how-to videos and a quick start guide are available. If you experience technical issues or get locked out of your account, see technical support.

When applying, have the following information and supporting documents ready to upload:

  • Business ownership structure, property, and financial information.
  • Personal identifying information, background information, and conviction history.
  • List of authorized representatives, if applicable. All representatives must apply for a license and pay a licensing fee.
  • Completed Request for Live Scan Clearance (receipt) (DMV 8016) (PDF) for each person listed as owner (original application only). Out-of-state applicants must mail a completed Fingerprint Card (OL 1316). Contact DMV at (800) 777-0133 to request an OL 1316.
  • Sample of 17-digit vehicle identification number (VIN) configuration from the Society of Automotive Engineers, or if the product is new to California a completed Assignment of Identification (ID) and Testing Approval or the National Highway Traffic Safety Administration (NHTSA) waiver.   • Statement/Certificate of Origin).
  • Secretary of State (SOS) Statement of Information (Corporation, Limited Liability Company, Partnership/Limited Partnership) document.
  • If your firm is incorporated in a state other than California, provide:
    • Articles of incorporation.
    • Certification from incorporating state’s SOS that the corporation is in good standing.
  • If “doing business as”, a copy of the fictious name statement is required.
  • Copy of California Air Resources Board (CARB) Executive Order required for engine powered products only.
  • Brochure or drawing of the manufactured product (include product name).
  • List of authorized or enfranchised dealers, must be on company letterhead and signed by a person listed in the application documents.
  • Photos of business office, signage, location, and production area to be uploaded (refer to OL photography requirements).

Application and fees are valid for one year from submission date. If the application is not completed within the year, new application and fees will be required.

  • $50 for each branch location (if applicable)
  • $104 for each auto plate (plus county fees (PDF), if applicable)
  • $106 for each motorcycle plate (plus county fees (PDF), if applicable)
  • $42 for each person submitting OL 1316, fingerprint card (out-of-state applicants only)
  • $85 renewal application fee
  • $1 family support program

  • $85 renewal fee for each branch location (if applicable)

Manufacturer’s Certificate/Statement of Origin

Every vehicle must come with a Manufacturer’s Certificate/Statement of Origin (MCO/MSO). This may be prepared at a factory, an assembly plant, or a business authorized by the manufacturer. All MCO/MSOs, except those for off-road equipment, should be produced in an identical format, and must include:

  • The manufacturer’s name and address.
  • The make, identification number, body type, year model, and vehicle series or model name.
  • The date and to whom ownership was transferred from the manufacturer and the signature of the manufacturer’s agent (a signature stamp is acceptable).
