Once you enroll your account through <a href=\"https:\/\/www.dmv.ca.gov\/portal\/vehicle-industry-services\/motor-carrier-services-mcs\/account-manager\/\" type=\"link\" id=\"https:\/\/www.dmv.ca.gov\/portal\/vehicle-industry-services\/motor-carrier-services-mcs\/account-manager\/\">DMV\u2019s electronic portal<\/a>, you can add your drivers in the EPN online program, or you can contact a DMV approved EPN agent to manage your account and driver records.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Program Purpose<\/h2>\n\n\n\n<p>The Employer Pull Notice (EPN) program enables commercial and government organizations to monitor the driving records of employees who drive for them. By monitoring their employees\u2019 driving records, organizations can: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ensure that&nbsp;each driver has a valid driver&#8217;s license.<\/li>\n\n\n\n<li>Recognize problem drivers or driving behavior.<\/li>\n\n\n\n<li>Improve public safety.<\/li>\n\n\n\n<li>Minimize liability.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">How it Works<\/h2>\n\n\n\n<p> Each employer enrolled in the EPN program is assigned a requester code. The requester code is added to applicable employees\u2019 driver&#8217;s license records. When an employee\u2019s driver&#8217;s license record is updated due to an action or activity, we make an electronic check to determine if a pull notice is on file. If the action or activity is one that must be reported under the EPN program (see below), a driver&#8217;s record is generated and sent to the employer. <\/p>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Who is Required to Enroll?<\/h2>\n\n\n\n<p>Employers must enroll any driver employed to operate any vehicle if:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The driver is required to have a&nbsp;<a href=\"https:\/\/www.dmv.ca.gov\/portal\/driver-licenses-identification-cards\/commercial-driver-licenses-cdl\/\">Commercial&nbsp;Class A or Class B driver&#8217;s license<\/a>.<\/li>\n\n\n\n<li>The driver is required to have a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/driver-licenses-identification-cards\/commercial-driver-licenses-cdl\/\">Commercial Class C driver&#8217;s license special endorsement (Hazardous Materials, Passenger Vehicles, Tank Vehicles)<\/a>.<\/li>\n\n\n\n<li>The driver operates passenger vehicles with a seating capacity of 10 or fewer people (including the driver) for compensation by a charter\u2013party passenger carrier.<\/li>\n\n\n\n<li>The driver works for a passenger stage corporation with a certificate of public convenience and necessity, or permit issued by the&nbsp;<a href=\"https:\/\/www.cpuc.ca.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">California Public Utilities Commission (CPUC)<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>These requirements include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Owners who own, lease, or otherwise operate more than one motor unit or more than three towed vehicles.<\/li>\n\n\n\n<li>Owner\/operators who have partners.<\/li>\n\n\n\n<li>Family members and volunteer drivers.<\/li>\n\n\n\n<li>Individuals employed for more than 30 work days in the preceding six months.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">How to Enroll in the EPN Program and Request Records<\/h2>\n\n\n\n<p>Commercial and government employers have different steps for enrolling and requesting records:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.dmv.ca.gov\/portal\/vehicle-industry-services\/motor-carrier-services-mcs\/employer-pull-notice-epn-program\/commercial-employers\/\">EPN Commercial<\/a> requester accounts<\/li>\n\n\n\n<li><a href=\"https:\/\/www.dmv.ca.gov\/portal\/vehicle-industry-services\/motor-carrier-services-mcs\/employer-pull-notice-epn-program\/government-employers\/\">EPN Government<\/a> requester accounts<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Action and Activity Reports<\/h2>\n\n\n\n<p>Every year on the enrollment date, the EPN program automatically generates and sends a driver record when any of the following actions or activities occurs:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The driver is enrolled in the EPN program.<\/li>\n\n\n\n<li>When a driver has any of the following actions or activities added to their driver record:\n<ul class=\"wp-block-list\">\n<li>Convictions.<\/li>\n\n\n\n<li>Failures to appear (FTAs).<\/li>\n\n\n\n<li>Accidents.<\/li>\n\n\n\n<li>Driver&#8217;s license suspensions or revocations.<\/li>\n\n\n\n<li>Any other actions taken against their driving privilege.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<div class=\"accordion-block__content\">\n\t\t\n\n<p>In order for the EPN program to maintain accurate records, employers must notify DMV in a timely manner whenever they make changes that affect their EPN account, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Changes to the method for making inquiries and receiving responses (online or secure file transfer).<\/li>\n\n\n\n<li>Termination of enrolled drivers (per <em>California Vehicle Code<\/em>&nbsp;(CVC) \u00a71808.1).<\/li>\n\n\n\n<li>Address changes (mailing and physical).<\/li>\n\n\n\n<li>Ownership changes (corporate officers, partners).<\/li>\n\n\n\n<li>Employment changes (new drivers, termination of drivers).<\/li>\n\n\n\n<li>Federal Employer Identification Number (FEIN) changes.<\/li>\n\n\n\n<li>Telephone number changes.<\/li>\n\n\n\n<li>Business closing.<\/li>\n\n\n\n<li>Mergers.<\/li>\n\n\n\n<li>Business sale.<\/li>\n\n\n\n<li>Company name change.<\/li>\n\n\n\n<li>Account contact person class=\"accordion-block__content\">\n\t\t\n\n<p>There are three digital service options to request and receive reports:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Easy-to-use online hub:<\/strong> Commercial employers and government entities can manage their Employer Pull Notice requests and reports online. The digital service has all the features of the traditional program, and saves you paper, postage and processing time. Visit the <a href=\"https:\/\/www.dmv.ca.gov\/portal\/vehicle-industry-services\/motor-carrier-services-mcs\/account-manager\/\">EPN online requester<\/a> to get started.<\/li>\n\n\n\n<li><strong>Secure File transfer (SFT): <\/strong><span>You can use DMV SFT system to send inquiries and receive reports for prospective new hires, casual drivers, and newly enrolled drivers. There is no added charge and minimal tech assistance is required.<\/span><\/li>\n\n\n\n<li><strong>DMV-Approved EPN Agent:<\/strong> If you already have a requester account, requests and reports for currently enrolled drivers, prospective new hires, or casual drivers are available online through third-party providers. This process is not available for generated driver records.<\/li>\n<\/ul>\n\n\t<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">EPN Agents<\/h2>\n\n\n\n<p>EPN Agents are authorized by DMV to act on the behalf of an EPN account holder. All EPN Agents must use our SFT website for submitting and receiving driver records and adding and deleting drivers from the account holder&#8217;s file.<\/p>\n\n\n\n<p>EPN Agents receive record information directly from DMV to perform a specific business function as defined in&nbsp;CVC \u00a71808.1. Use of an EPN Agent&nbsp;<strong>does not absolve<\/strong>&nbsp;the employer of responsibility for compliance with the requirements of&nbsp;CVC \u00a71808.1.<\/p>\n\n\n\n<p>Permitting employers to utilize agents does not affect the current procedures for processing EPN requests. It is important that all parties involved understand the <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/employer-pull-notice-program-requirements-inf-1107-pdf\/\">EPN Program Requirements (INF 1107) (PDF)<\/a>.<\/p>\n\n\n\n<p>To utilize the service of an approved EPN Agent, the EPN account holder must complete and sign the <a
