The Private Carrier of Passengers (PCP) program helps ensure that private carriers who transport passengers in California operate in a safe manner and have appropriate insurance coverage.
Authority
Senate Bill 19 (Hill, Chapter 421, Statutes of 2017) made DMV responsible for overseeing the PCP program effective July 1, 2018.
DMV and the California Highway Patrol (CHP) administer the PCP program together. DMV is responsible for issuing certificates for intrastate authority and verifying proof of liability insurance, while CHP regulates compliance and the safe operation of vehicles.
PCP Certificate
If you are a private carrier transporting passengers, state law requires you to get a PCP certificate.
To apply for a PCP certificate, you will need to:
- Complete an Application for Private Carrier of Passengers Certificate (REG 1300) form.
- Pay applicable fees.

Exempted Transportation Activity
You do not need to get a PCP certificate if you operate one of the following enterprises:
- A rental business that uses vehicles (owned or leased) without charge. California Vehicle Code (CVC) §34681(b)(1)
- A hotel, motel, or other temporary lodging facility that provides transportation services without charge. California Vehicle Code (CVC) §34681(b)(2)
- A place of entertainment or a commercial attraction (including facilities that provide snow skiing). California Vehicle Code (CVC) §34686(b)(2)
