California DMV developed the Autonomous Vehicle Deployment (AVD) Program to establish regulations for manufacturers to meet before they can deploy autonomous vehicles on California’s public roads.
The AV Deployment Program is administered by the DMV Autonomous Vehicles Branch.
As of October 24, 2023, there are three manufacturers autorizados para implementar vehículos autónomos.

How to Apply for the AVD Program
Before you apply for the AVD Program, sign up for email alerts to stay current on application requirements and changes that may impact program participation.
To apply for the Autonomous Vehicle Deployment Program, submit the following:
- Application For Permit To Deploy Autonomous Vehicles On Public Streets (OL 321).
- Autonomous Vehicle Manufacturer Surety Bond (OL 317) or Autonomous Vehicle Deployment Permit Application for Certificate of Self-Insurance (OL 319A).
- A copy of articles of incorporation, corporate minutes or other document filed with the Secretary of State, which identifies the officers, shareholders and managers (if filing as a corporation, limited liability company or limited liability partnership owned business).
Email all completed application forms and documents to autonomousvehicles@dmv.ca.gov and pay the applicable fees.

Processing times may vary depending on the volume of applications received. However, DMV strives to respond to all applications within 30 business days. Keep a copy of all documents for your records.
