Sacramento – The Department of Motor Vehicles (DMV) announced that it has issued 1,001,000 driver licenses to people who are unable to submit satisfactory proof of legal presence in the United States.
The DMV began accepting driver license applications under Assembly Bill 60 (AB 60) on January 2, 2015.
Applicants under AB 60 are not required to submit proof of legal presence in the United States. However, they must still meet all other requirements to obtain a driver license, including providing proof of identity and California residency. The applicants also must pass the knowledge and drive tests.
In 2013, Governor Edmund G. Brown Jr. signed AB 60 into law and gave the DMV one year to prepare to implement one of the biggest programs in the department’s history.
The DMV took significant steps to implement the program.
- Participated in nearly 200 public workshops and community meetings reaching approximately 50,000 potential applicants.
- Extended Saturday office hours by appointment for all new driver license applicants at 60 DMV offices.
- Doubled the standard 45-day window to allow customers to schedule DMV appointments up to 90 days in advance.
- Opened four driver license processing centers to process all first time driver license applicants by appointment or walk-in service.
- Hired 1000 employees that ensured DMV continued to provide the same level of excellent customer service.
During the first year, the DMV issued approximately 605,000 driver licenses under AB 60 and administered more than two million knowledge and drive tests combined for approximately 830,000 applicants.
The DMV has a AB 60 information webpage, where the public can find a list of acceptable documents that can be used to verify identity and residency, view the driver handbook, take sample knowledge tests, find appointment information, and other useful materials.
